Message from the Commissioner

This year has highlighted, once again, the importance of placing children and young people at the centre of decision making in Western Australia. Their insights, experiences and aspirations have shaped our priorities and strengthened our resolve to ensure that every child grows up safe, supported and able to thrive.

The principles set out in the Commissioner for Children and Young People Act 2006 continue to guide our work. They remind us that every child and young person deserves to feel safe, be protected from harm, have their contributions valued and have their voices taken seriously, with families and communities supported in their vital role. These principles are not simply legislative requirements – they are commitments we uphold every day.

Across the state, many children and young people continue to flourish, surrounded by strong families, schools and communities. Yet, we also see a growing number of young people facing significant challenges, including financial hardship, unstable housing, limited access to services and difficulties staying connected to education and support networks. These pressures are felt most acutely in regional, remote and outer metropolitan areas, where access to essential services remains uneven.

Throughout the year, I have had the privilege of meeting children and young people who have spoken with honesty, courage and clarity about their lives. Their perspectives have informed our advocacy and reinforced the need for systems that respond to their realities. Our work has focused on elevating their voices, addressing inequities and collaborating with government, community organisations and service providers to improve outcomes across health, safety, wellbeing and participation.

This report outlines the work undertaken over the past year – the progress made, the issues raised by children and young people, and the areas where further action is urgently needed. It reflects both the achievements we can acknowledge and the challenges that remain ahead.

I extend my sincere appreciation to every child and young person who engaged with us this year as well as to the families, carers, professionals and community members who continue to support them. Your commitment and partnership are essential. Together, we must continue working towards a Western Australia where every child and young person feels safe, valued and empowered to reach their full potential.
